The notification settings of the emails is set to send notification only to site members not to subscribers.
To change your settings, you can go to site back office and go to settings. On the section of Communication click on "Notifications you send". There you will see the notifications that you have active.
You can edit your notification: "When: New blog post is published" and there you can select the audience that should receive the notifications. In your case, if you want your subscribers to get notifications, click on "Blog Subscribers"
