the settings allowing to toggle off the 'Date of last updated' are in the Post page settings, which we are gradually roll outing now to all Blog users.
You can check if you have the access to post page settings by looking for 'Go to post page' at the bottom of the Main tab in Blog settings:

We are working on making the blog post page settings available to all users.
